UCF Fertilizer Company of Zambia is in the country to follow up on a dubious fertilizer deal with Minister of Agriculture Roza Mbilizi.
The company’s CEO, Mr. Huang Yaochi, and its Commercial Manager are in the country as part of the engagements surrounding the proposed deal.

United Capital Fertilizer Zambia Company Limited (UCF), located in Chilanga District, Zambia, is a vertically integrated fertilizer enterprise with the capacity to supply up to 800,000 metric tonnes per year of urea, DAP, NPK, and other customized granulated fertilizer blends.
Cables understands that discussions began in June 2026 when the Minister’s cousin, Mr. Hyde Khembo, who is also a board member of SFFRFM and chairs its Operations Committee, visited Zambia in connection with the proposed deal.
According to information obtained by Cables, the two executives are in the country to work on the finer details of the proposed arrangement, including pricing to be offered to the Government and their cut of the deal .
Cables followed up on the matter and can confirm that an off-the-record meeting took place over the weekend, while an official meeting was held today.
Cables has also learned that Minister of Agriculture Roza Mbilizi requested a single-source procurement arrangement from the PPDA, but the request was reportedly rejected.
According to information available to Cables only , the Minister subsequently directed that no tenders for FISP fertilizer through SFFRFM be floated for the time being, with the intention of delaying the fertilizer procurement process until closer to the rainy season, when supply pressures could increase.
Such a delay will create panic and pressure for a single-source procurement arrangement which PPDA has denied now and will eventually result in the single sourcing of the FISP fertilizer through a single source and the contract will be awarded to United Capital Fertilizer Zambia Company Limited (UCF) .
