Applicants Cry Foul as Civil Service Commission Remains Silent on Parole Officer Recruitment

Applicants who took part in the recruitment process for the position of Parole Officer under the Ministry of Homeland Security are demanding answers over what they describe as a lack of transparency and communication from the Civil Service Commission (CSC).

The recruitment process was conducted in two phases.

The first phase, held in August 2025, involved written interviews for shortlisted candidates. Those who performed well in the written phase were then invited to participate in the second phase, an oral interview conducted in Lilongwe in June 2026.

It is the outcome of the June 2026 oral interviews that has raised concern among applicants, who say the CSC has not publicly communicated whether a shortlist or final selection has been made.

The Commission had earlier published an invitation to shortlisted candidates on its official Facebook page on June 4, 2025, informing them about the recruitment exercise.

However, applicants who attended the oral interviews in June 2026 say they have not received official communication on the outcome of the process.

According to the applicants, the CSC has not publicly released a shortlist or final selection list, leaving them uncertain about whether the positions have been filled or whether the recruitment process is still pending.

The prolonged silence has raised questions among candidates who successfully progressed from the written phase and travelled to Lilongwe for the oral interviews.

The concerns have been further fuelled by rumours that some individuals may have already been selected and contacted privately, despite the absence of an official announcement to the public or to those who attended the interviews.

Cables is following up on the matter with the relevant authorities to establish the status of the recruitment process and verify the claims being raised by the applicants.

The concerned applicants are calling on the Civil Service Commission and the Ministry of Homeland Security to provide a clear update on the outcome of the June 2026 oral interviews.

They want to know whether successful candidates have been identified, whether appointments have been made and whether unsuccessful applicants will be formally notified through the appropriate channels.

They are also seeking clarity on whether all candidates were assessed using the same criteria and whether the recruitment process complied with established Civil Service Commission procedures.

Recruitment into the public service requires a process that is not only fair but also transparent enough to inspire confidence among applicants and the wider public.

Candidates who are invited to participate in a recruitment process reasonably expect to receive communication on the outcome, whether they are successful or unsuccessful. Prolonged silence can create uncertainty and fuel perceptions that decisions may have been made outside the established process.

The applicants are therefore calling for greater transparency and accountability from the Civil Service Commission and the Ministry of Homeland Security.

Cables will continue to follow the matter and seek responses from the relevant authorities.
