WHO GOT THE LAND? CDEDI Demands Full ADL Plot Allocation List, Lifestyle Audit For Land Minister Chipungu

As CDEDI seeks land allocation records, questions anti-corruption drive, and demands transparency in the recent ADL land allocation expose .

Pressure is mounting on Minister of Lands, Housing and Urban Development, Hon. Chimwemwe Chipungu, after the Centre for Democracy and Economic Development Initiatives (CDEDI) formally demanded that he undergo a voluntary lifestyle audit amid growing public scrutiny over land allocations in Lilongwe.

The demand follows widespread public debate over allegations that politically connected individuals, including senior government officials, received multiple plots at the prestigious Airport Development Limited (ADL) estate in Lumbadzi.

The organization says recent reports have published by cables about multiple plot allocations intensified concerns about corruption and fairness in the allocation of public land.

In a strongly worded letter dated 27 July 2026, CDEDI challenged the minister to match his public anti-corruption rhetoric with concrete action, reminding him that he had publicly acknowledged endemic corruption within the Ministry of Lands and had promised reforms.

The governance watchdog is now demanding answers to several key questions, including:

  1. What became of the 14-day ultimatum issued to illegal land occupiers in January 2026?
  2. What were the findings of the pilot land audit conducted in Areas 3 and 10 in Lilongwe?
  3. Who has been allocated land under the minister’s authority between 12 January and 24 July 2026?
  4. Whether any beneficiaries have personal or political links to the minister.
  5. What gifts, if any, the minister has received or declined since taking office.
  6. What measurable progress has been made in fighting corruption at the ministry since his public admission that the problem was widespread.

In what is likely to intensify political pressure, CDEDI has also nominated the minister for a voluntary lifestyle audit, arguing that public officials must be prepared to account for their wealth and decisions.

“In the spirit of transparency and accountability… you have been nominated to undergo a voluntary lifestyle audit,” the letter states.

CDEDI concluded by reminding the minister that, as both a Cabinet Minister and Member of Parliament, he is a public officer accountable to Malawians and should embrace transparency whenever questions arise over the management of public resources.

The letter, signed by Executive Director Sylvester Namiwa, is expected to add fresh pressure on the Ministry of Lands as public demands grow for greater openness over land allocation and the implementation of promised anti-corruption reforms.
