Former Lilongwe Water Board (LWB) Acting Chief Executive Officer, Moses Mwenye, has been spotted across town dishing out cash to Anti-Corruption Bureau (ACB) investigators in a desperate bid to shield himself from arrest over fresh allegations of fraud and corruption, we can exclusively reveal.
Mwenye was initially arrested in 2021 alongside former Ministry of Irrigation and Water Development official Charles Mchacha over allegations of abuse of office. The two were accused of authorizing payments to Ryalls Hotel in Blantyre for lodging and food supplies linked to Mchacha’s honeymoon, expenses disguised as lobbying efforts for water tariff adjustments.
Although both Mchacha and Mwenye are currently out on court bail as their case drags on, sources indicate that Mwenye is now fighting to avoid a second ACB net; this time over a questionable land deal.
According to documents in our possession, Mwenye allegedly colluded with other LWB officials to inflate the prices of plots in areas 23, 36, and Zamkutu, where the water board intended to construct water kiosks. The scam reportedly enriched Mwenye to the tune of K8 million from the three transactions. However, the suspicious price hikes triggered internal red flags, prompting the ACB to launch formal investigations.
In a bid to derail the probe, Mwenye has resorted to bribing ACB investigators to keep himself out of trouble as he is pleading with government officials at Capitol Hill for job offers. Our investigative team has since gathered evidence pointing to a network of officers and intermediaries facilitating the payoffs.
