ACB ACTING DG GABRIEL CHEMBEZI CAUGHT IN ABUSE OF OFFICE THROUGH FUEL ALLOWANCES

Cables can confidently reveal abuse of office involving the Acting Director General of the Anti-Corruption Bureau (ACB), Gabriel Chembezi.

At the ACB, directors have fuel entitlement allocations. However, it has been established by cables that senior management is sharing additional fuel under the guise of “local running”, a benefit that is reportedly not provided for in the approved entitlement list.

This has become a new way of siphoning millions of kwacha from taxpayers through unjustified fuel allocations approved by the acting Director General Chembezi .

While the ACB’s top leadership is at the centre of this misuse of public resources, Cables can confirm that almost six institutional vehicles are currently grounded, with the Bureau claiming it has no funding for vehicle maintenance.

In Lilongwe, vehicles MG 830, MG 331, MG 165, MG 940, MG 545, and MC 4757 are grounded.

The Blantyre office also has several vehicles that are in urgent need of maintenance but the bureau says it has no funds for maintance but for sharing fuel for the top leadership.

The situation is the same in the Mzuzu and Zomba offices, severely crippling the operations of the Bureau.

Coincidentally, one of the beneficiaries is the Director of Corruption Prevention, whose core responsibility is to promote and sensitise the public on corruption prevention and who heads the Institutional Integrity Committee (IIC).

She is aware of what is happening but has m taken no action, as she is among those benefiting from the arrangement.

According to ACB policy, senior management has clearly defined fuel entitlements. However, Cables have established that additional fuel is being shared under “local running,” despite this not being part of their approved benefits.

Cumulatively, the money being misused through these fuel allocations could instead be used to fund essential services such as vehicle maintenance, stationery, toiletries, and other operational needs that the Bureau lacks.

Cables have further established that whenever the Acting Director General flies to Blantyre on official business, he hires a vehicle upon arrival while simultaneously instructing his official drivers to travel to Blantyre by road with government vehicles.

This arrangement has resulted in unnecessary expenditure of public funds, raising serious questions about the prudent use of government resources and compliance with public finance regulations.

As cables , we shall continue to unearth the hidden secrets so long it benefit Malawians who are suffering at the expense of selected few families and their cronies.
