CABLES can exclusively reveal the existence of an alleged cartel facilitating the entry of illegal immigrants into the country through Kamuzu International Airport (KIA).
According to CABLES’ findings, the operation is allegedly enabled by personnel from multiple security agencies stationed at the airport, including the Malawi Police Service, Malawi Defence Force (MDF), National Intelligence Service (NIS), and Immigration Department.
Investigations indicate that members of this alleged cartel have been receiving large sums of money—running into billions of kwacha—over the past five years in exchange for allowing illegal immigrants to enter the country without proper scrutiny.
Among the nationals reportedly entering the country through this scheme are individuals from Bangladesh, Ethiopia, Pakistan, and Somalia.
Upon arrival at KIA, they are allegedly cleared by Immigration officials and granted smooth passage with the assistance of police, MDF, and NIS officers stationed at the airport.
After clearance, the immigrants are reportedly picked up by taxi drivers who are allegedly on the payroll of the cartel’s kingpins.
These drivers are said to transport them through cleared routes to Dzaleka Refugee Camp, while others are taken to locations in town linked to the alleged organizers.
CABLES can further reveal that the former Deputy Inspector General Ackis Muwanga and former Director of the National Intelligence Service, Dokani Ngwira, allegedly had full knowledge of this operation and benefitted from it.

•Chisomo Kwalira – Malawi Police Service
•Benjamin Kanyenda – Malawi Police Service
•Lusekelo Itimu – National Intelligence Service
•Smith Mwale – Malawi Defence Force
•Immigration Officer-in-Charge (OC) at KIA
CABLES also notes the alleged involvement of Port Health officials stationed at the airport, led by Mr. Steven Banda.
CABLES stands by these revelations and challenges any concerned agency to provide information that contradicts the facts exposed.
The alleged actions of those involved have reportedly compromised national security by rendering the country’s main air entry point porous.
