Cables can confidently reveal that Mlauzi Legal Solutions received a payment of MK62,034,168.75 from Blantyre Water Board (BWB), in a transaction processed through the National Bank of Malawi.
A payment advice dated 1 September 2026 shows that the transaction was processed on 31 August 2026, with Mlauzi Legal Solutions listed as the beneficiary.
The document identifies the payment as:
- Beneficiary: Mlauzi Legal Solutions
- Amount: MK62,034,168.75
- Currency: MWK
- Payment details: “BWB TO MLAUZI LEGAL SOLUTIONS”
- Batch item: 1501554-1
- Batch type: SALARY
- Bank reference: FT26243727BT
According to information reaching Cables, Mlauzi Legal Solutions had not been formally engaged by BWB and had not performed any identifiable work for the water utility.
Sources further told cables that the company was introduced to BWB through Board Chairman Stain Chirwa.
The matter reportedly became contentious when CEO Chihana questioned how the company could be receiving substantial payments from BWB without the necessary contractual and supporting documentation.
Cables understands that the CEO’s questioning of the transaction subsequently contributed to the escalating confrontation between management and the Board which landed him a suspension ow lifted by the courts .
The biggest question
Why does a payment of MK62 million to a private legal company appear on a bank advice under “SALARY”?
Was Mlauzi Legal Solutions actually contracted by BWB?
If so:
- Where is the contract?
- What services were rendered?
- Who authorised the engagement?
- Was the procurement process followed?
- Who approved the payment?
- Why was the transaction classified as SALARY?
- What supporting documents accompanied the payment?
- Did the BWB Board approve the engagement?
And if there was no contract or work performed, on what basis was more than MK62 million paid?
These are questions that BWB management, the Board and relevant oversight institutions should answer.
This is not simply about MK62 million.
It is about who controls BWB, how public money is authorised, and whether institutional safeguards are being respected.
