Is APM Government Broke, or Was the MK5 Billion CDF a Mere Campaign Tool?

Two months to go for the ruling Democratic Progressive Party to clock a year in power and five months into the 2026/27 financial year, only 9 percent of the promised MK5 billion Constituency Development Fund (CDF) allocation per constituency has reportedly been released, a development which has left Malawians with questions if the Mutharika’s Government is Broke, or if the MK5 Billion CDF promise was a Mere Campaign Tool?

The 9 percent which has been paid out of the MK 5 billion promised translates to approximately MK450 million per constituency, leaving a staggering MK4.55 billion still outstanding.

With only seven months and 11 days remaining before the financial year ends on March 31, 2027, local councils will have to receive, allocate and implement projects using the remaining billions within an increasingly limited timeframe.

To fully honour the MK5 billion annual CDF commitment, the government would now need to release an average of approximately MK650 million per constituency every month for the remainder of the financial year.

Is the government facing a serious cash-flow crisis, or was the MK5 billion CDF promise merely a campaign tool designed to win political support?

That is now the big question Malawians have .

The MK5 billion CDF pledge was presented as a major intervention aimed at accelerating development at constituency level and empowering communities to address their most pressing needs. The funds were expected to support projects such as school infrastructure, health facilities, roads, bridges, water projects and other essential community development initiatives.

However, the slow release of funds is now threatening the implementation of those projects.

Delays in releasing development funds do not only postpone projects. They can also create pressure to spend large sums within a short period before the financial year closes raising concerns about rushed procurement, poor project implementation and reduced accountability.

The government now owes Malawians an explanation.

Why has only 9 percent of the MK5 billion allocation reportedly been released nearly five months into the financial year?

Is the Treasury struggling with revenue and cash-flow challenges?

Has the government changed its implementation plan? Or were expectations created during the campaign without adequate financial backing to sustain the promise?

As the clock continues to tick, the government faces increasing pressure to demonstrate that the MK5 billion CDF promise was more than a campaign slogan.

Malawians are not waiting for another promise.

They are waiting for the money and the development projects they were promised in the run to 2025 general elections otherwise they will think that the government is block or this was just another lie to fool the voters .
