In a rare but deeply moving gesture, the Minister of Local Government and Rural Development, Dr. Ben Malunga Phiri, set aside a week to write personal letters of appreciation to every District Commissioner (DC) and Chief Executive Officer (CEO) across Malawi.
These were no generic circulars. Each letter carried a distinct message reflecting the Minister’s personal interactions with the DCs and CEOs, drawn from council visits, weekly bulletins submitted to the ministry, and monthly virtual meetings where targets, challenges, and innovations are laid bare. From those encounters, he remembered the details.
Beyond policy, the letters spoke to leadership. The Minister praised their responsiveness and unwavering commitment to service delivery, and their diligence in preparing for the Reformed CDF.
In an era when public service often feels thankless, the Minister’s ink did more than commend. It connected. It reminded them that at the heart of decentralization are not structures, but people and that leadership, at its best, is personal.
