The outgoing Ambassador of Malawi to Kuwait, Younos Abdul Karim, who was appointed during the administration of former President Lazarus Chakwera and presented his letters of credence in May 2022 has allegedly gone two months without formally notifying the Kuwaiti government of changes to Malawi’s diplomatic staff in Kuwait.
Cables can confidently reveal that despite receiving official communication regarding the changes, Ambassador Karim failed to formally communicate the new appointments to the host government.
According to standard diplomatic procedures, when changes are made to personnel at a diplomatic mission, the Ministry of Foreign Affairs communicates the appointments to the incumbent Head of Mission. The Head of Mission is then expected to process the relevant documentation and formally notify the authorities of the host country.
However, according to information obtained by Cables, Ambassador Karim received communication regarding changes to Malawi’s diplomatic mission in Kuwait but did not notify the Kuwaiti authorities.
Cables has since liaised with Kuwaiti government authorities, who confirmed that they had not received any formal communication regarding the new diplomatic appointments from the Malawian Embassy.
The Malawi Government recently appointed Deputy Ambassador Alison Liwanda as the new Ambassador to Kuwait, replacing Karim.
Sources familiar with the developments have also told Cables that Karim organised a social event last week, where some members of staff were allegedly paid to participate in a campaign aimed at discrediting the incoming ambassador. However, the alleged campaign reportedly failed to materialise.
Meanwhile, Cables has established that Karim requested the Ministry of Foreign Affairs to extend his stay in Kuwait.
According to communications seen by Cables, the request was approved, allowing him to remain in the country until September 25.
